Unfortunately it is not possible to solve the problem without UI change.
If it will be possible to change a password of a shared document, we need a new
dialog asking for the shared document password during the merge. It must be
another dialog, otherwise the user would be confused. 
Just imagine a scenario: a first user wants to set a password for a shared
document, but at this point of time another user has already set the password.
So the first user opens SaveAs dialog, selects password checkbox, enters the new
password, and after that the merge to the original document should happen, but
the document is already guarded with another password and now the first user
should get password dialog. I addition the first user must be notified that the
shared document is now protected with a new password.

Without the mentioned UI change the best solution is the current behavior: it is
not possible to set/change the password for a document that is in shared mode.
So I would suggest to change the target to OOo3.1 where the UI change is 
acceptable.
