Most bells and whistles are available when using the document's number formatter. You'd have to convert the css.util.DateTime values to a date serial offset based on the number formatter's NullDate value, e.g. convert css.util.DateTime to tools' class DateTime, substract the NullDate and use a NUMBERFORMAT_DATETIME format with the result.
