We picked up issue 1035 (yes, from June 2001!) and implemented it for OOo 3.0. So in order to keep your French text French (And to write correct French with accents and the like :-) you must switch the keyboard to French input. Please note how the original submitter of that issue prefers to work in multi-language documents: Windows eases to switch between the input languages with keyboard sequences that you can define. In the Windows "Control Panel", see the "Regional and language options", tab "Languages... -> Details... -> Key Settings..."
