setup /a should install a network install, but unexpectedly requires
administrator privileges. setting to p1 as it is a real showstopper in
dissemination in big companies who do not give admin rights for security 
reasons.

this seems not a duplicate to  issue42768, because the proposed 
solution/workaround for issue42768 is to run "setup /a" (see comments there). 

the final problem is: issue42768 has low prio because "setup /a" exists as 
workaround (and nobody seems to care that it does not work, neither for oo-
2.0, nor for oo-3.0).

but unfortunately "setup /a" also requires admin rights. this seems not 
correct as it should just copy the software to a network share and this should 
never require admin permissions (mainly necessary to edit the registry). 
compared to other windows software installers permission checks this is a bug. 
see also http://support.microsoft.com/kb/122522 on "removing an administrative 
installation" which is done by just deleting the install directory (which 
clearly needs no admin rights, just directory delete access).

(pls allow to create this newly, as i do not have the rights to reopen 
issue91649 nor add a comment to that issue).
