Seems, that there are adjusted page numbers in the document (e.g. by using
manual page breaks). OOo needs to have odd pages as right ones and even pages as
left ones. If this doesn't fit with the page numbers, the empty pages occur.
Please disable the option "insert automatically inserted blank pages" in the PDF
Options Dialog.
-> setting this issue as worksforme. Feel free to reopen this issue again, if
the problem still occurs.
