Well, pretty tricky...
Meta.xml file in your document says says that you have saved it with NeoOffice.
1) If it's a bug in NeoOffice, please report this to the NeoOffice site
2) Maybe a bug between OOo versions?
Because NeoOffice is based on OOo, we may have a bug between OOo versions.
Try to reproduce the same between the oldest available OOo version (2.4.1) and
the current developer version:

If you cannot reproduce it in this, then we will probably won't be able to fix
it.
