2008 -------
Phenomenon: 
 Installation process of OOo-Dev_DEV300_m26_Win32Intel_langpack_ja.exe 
 results in failure with the following message (translated):

  "Error 1311. Source file not found: C:\...\ooo-dev3-ja.cab.
   Verify that the file exists and that you can access it."

Reproduction: 
 1. Install OOo-Dev_DEV300_m26_Win32Intel_install_en-US.exe
 2. Attempt to install OOo-Dev_DEV300_m26_Win32Intel_langpack_ja.exe 

A folder name unpacked on the desktop is 
 "OOo-dev 3.0 Language Pack (XXXXXX) Installation" --(a)
where XXXXXX are garbage characters.

It could be better if it was 
 "OOo-dev 3.0 Language Pack (日本語) Installation" --(b)

Workaround:
 1. Rename the folder name (a) with (b)
 2. Kick setup.exe in the folder.
