2008 -------
I use xkb to set the layout of the keyboard and key mappings. I use KDE and 
every app I know follows the xkb settings.

Not the OOW. I set arrows keys to work as arrow keys, but as combo alt+arrow 
key to produce an arrow (symbol). When I press 
alt+left
I get
← (Konqueror, as you can see there is an arrow)

but when I press the same keys in OOW, it handles it on its own and interprets 
it as simply "go left".

Please don't do your own intepretations of keyboard, rely on X11 (xkb).
