I use KDE and every app I know follows the xkb settings. Not the OOW. I set arrows keys to work as arrow keys, but as combo alt+arrow key to produce an arrow (symbol). When I press alt+left I get ← (Konqueror, as you can see there is an arrow) but when I press the same keys in OOW, it handles it on its own and interprets it as simply "go left".
