There is a widespread misunderstanding. You are trying to use a list numbering
for the purpose of chapter numbering. For Navigator and TOC the chapter
numbering is relevant. You turn on and style the chapter numbering in Tools >
Outline numbering; there and only there!
If you assign a list numbering to a paragraph style which is used as chapter
numbering, then the paragraph will become member of a list and the list
numbering will remove the chapter numbering property. If you set the list
numbering to "none" this does not automatically restore the chapter numbering,
but you have to go to Tools > Outline numbering again and reassign the paragraph
style the outline level.
Works as designed.
