Should the sheets in between be generated automatically so there really are 20 sheets? Or should we just assume that if someone uses a high/invalid index that the sheet be moved to the last position? If someone puts the position into a variable and tries to access the sheet at a later time, how should this be handled? This is a programming error in the first place, the crash is secondary - it should not happen, but this does not really qualify for 3.0.
