Um ... I am not sure whether you
- simply don't know how to create charts with correct labels OR
- know how to do it (and it worked with older versions of OOo for you), but it
doesn't work for you in the OOo1.9.84 version any more.
I tested a simple example with OOo1.9.87, and it works just fine.

Try following:
Open a new spreadsheet document. Enter following:
        1999    2000    2001
Jan     2       3       4
Feb     3       4       5
March   4       5       5
April   3       4       6
Then mark the whole area of 4x5 cells. Select Insert->Chart.
Importat: In the dialog, select:
 - "First column as label" AND "First row as label"!
Press "Create".
Now a diagram should appear with correct labels.
If you edit the appropriate cells, you can even change the labels afterwards.

Please test this and tell me, if this works for you. If not, please attach a
sample document or give a more detailed description. Thanks.
