When the attached document is loaded in a recent OOo version, the value displayed is correct. However, after saving to OOo file format and reloading, the comma of the second subformat may, depending on the locale, get interpreted as a trailing group separator, which by definition scales the displayed value by factors of 1000. This may be simply reproduced by using, in an en_US locale, the number format code >0\,<, which after a reload becomes >0,< with scaling.
