@jimwright - This is "as designed". When the form ( or query or table data view)
is first opened only a small number of records are read into memory. The record
counter displays only the number that have been read so far or that have been
traversed without reading (i.e. jump to end)- if there are still additional
records in the table that have not been accounted for then the application
places an asterisk '*' just to the right of the second number

When the second number is valid then the asterisk is removed.

However, There is lots of room for improving how this information is passed on
to the users and I would encourage you to open an RFE regarding the help system
if this was not easily discernible by yourself. Which I don't think it is..
