The Format > Text command is disabled for presentation-level frames, such as
Title and Outline. This makes all text anchor settings, such as vertical
alignment, unavailable. There is no other way, as far as I know, to set vertical
alignment in the UI.

Setting these options in the XML itself works fine. It also works properly for
user-created text boxes. 

This issue also occurs in OOo 3.0 Beta 1. It works properly in OOo 2.4.1.

To reproduce:
1. Create a new empty presentation.
2. Select from menu bar: View > Master > Slide Master
3. Click on the edge of the title frame. Green control corners should be 
displayed.
4. Select from menu bar: Format > Text...
5. "Text..." command is disabled but should be enabled.
