Once an object is placed onto the current layer, there is no direct way to see or change which layer the object belongs to. Please add an context menu entry "Layer" for all types of objects, that would open a dialog with list of layers and radio buttons with current layer selected. The dialog should allow user to change object belonging from one layer to another. As a partial fix, you can make the Layer property of the object available somewhere else.
