in the table design view you can click the button at format example to open the
Field Format dialog
There you can input 8 times a "0" as the Format Code. Then is something like 123
is shown as 00000123.
But another question: Why should it be numbers and not text. You need only
numers if you want to calculate with them or there are keys (primary of
foreign). All other things are better formatted as text.
