I was unable to recreate the bug as described on the following system:

HP Pavilion dv9000 series
AMD Turion64 X2 TL-64 @ 2.2GHz
2GB DDR2 SDRAM
Microsoft Vista Ultimate (64-bit)

using OOo 3.0.0 Beta 2. However, I may be able to shed some light on this...

I first used the "Open" button on the home toolbar to open the "bug-2.odp" file,
and I noticed that the text box that was the subject of the problem was, in
fact, partially off 

the slide (screenshot will be attached for reference purposes). However, when I
followed the instructions as given, I could not recreate the bug.

1. I selected the text-box so that I was able to manipulate the object's 
dimensions.
2. I tried to click-and-drag the bottom handles, to various places on and off
the slide itself in an attempt to make them disappear, but to no avail. I also
tried moving the box 

to other places and performing the resize functions again, but again without the
desired result.
3. I copied and pasted the slide a number of times and tried 2. again, with no
results.
4. I saved the document as a .odp file and restarted the computer, then repeated
3., but no results.
5. I saved the document as a .ppt file and repeated 3., but again no results.
6. I then began to disturb a number of different options, including random slide
layouts and animations in the most bizzarre configurations, but I was unable to
achieve the 

desired effect.

Thus, I was unable to replicate this bug.

However, I feel I may have found the reason this user had this problem. Resizing
the test box does not change the size of the text within, but I noticed that the
text box 

prioritizes specific dimension changes, namely, the horizontal dimension change,
such that telling the box to reduce size horizontally (by selecting one of the
side boxes and 

dragging into the text) would force characters down (screenshot included).
Making the box horizontally smaller, depending to the degree of its shrinkage,
might have caused the 

box to become so tall that it seemed impossible to manipulate the box further
after such an event occurred.
