In my language settings (Windows XP Pro) the time format is "9:58:07 AM". Notice that I ONLY have this problem in the time stamp column. I am able to enter a time as 01:02:03.123. In fact, I just filed an automated error report because I managed to lock OOo because I wanted to close the table and it still had the "bad time format" in the column...
