That would need extensive code audit because at least LANGUAGE_CHINESE is used. There also is no 'zh' only localization, so it doesn't have the problem. In fact no other than 'uz' of the zh, ms, az, uz, ur, ks without country code localizations do exist, so no other language should be affected.
