In The Netherlands we use US International keyboards. These keyboards have a
decimal point on the numpad (shared with the Delete key), but we use a comma to
for values like €1,95. In Dutch OpenOffice.org when you press the decimal point
on the numpad a comma is inserted instead of a decimal point.

That's great for typing numerical values, but it can also be very annoying. I
don't type much numerical values. I type a lot of IP-addresses and the I don't
want a comma, but a decimal point. Because I want to quickly type these
IP-addresses, I want to use the numpas, but I can't, because I can't type a
decimal point on the numpad.

Another example is when I'm typing numbers of paragraphs. I want to be able to
type "Paragraph 2.7.3", but when using the numpad I'll get "Paragraph 2,7,3".

Some people use the comma a lot, others use the decimal point a lot. I'd be nice
if we'd choose wether we want a decimal point or a comma being inserted when
pressing the key on the numpad. It'd be nice if there were two ways to switch
between the decimal point and the comma.

1. By clicking somewhere in the interface.
2. By using the keyboard for quick switching, a hotkey like Ctrl + Numerical 
point.
