A follow up to issue 94226:  Windows DLL search order (see
<http://msdn.microsoft.com/en-us/library/ms682586.aspx>) prefers Windows system
directories over PATH (which OOo executables use to find OOo DLLs in URE and
Basis layers), so OOo executables can accidentally pick up unsuitable versions
of DLLs from Windows system directories instead of suitable versions from its
URE or Basis layers.

This is a regression introduced with Three Layer Office; in old times, OOo
executables always picked OOo DLLs that resided in the same directory as the
executables, never DLLs from Windows system directories.

For issue 94226, the problem has been hot-fixed by placing a copy of URE layer
libxml2.dll into the Brand layer program directory, but a better, general fix is
needed.
