New Writer Document
Insert - Fields - Other : Tabpage: Variables
Select the first Field-Type.
In the "Value"-box, enter: "1234.567" (except for the quotation-marks)

Select "Addional formats..." in the field for numbering-format (to the right) 
Select "English (USA)" as Language. 

Now to the odd part: even if you in this dialog specify "two" decimal places 
and _no_ leading zero, when you press "ok", and in the earlier Dialog chooses 
the Format "-12.95%"; pressing "Insert" will result in a Field with the number 
"123456700.00%" in it... 

- Bug.

Expected "123456.70%"
