To the author:  I am not exactly clear on what you are reporting (please 
update the ticket if I am wrong), but it appears that your enhancement would 
be to let the user change the pen color (and line attributes) during playback 
of a Slide Show.  Am I correct?

PowerPoint lets you select the pen attributes from the menu in the bottom 
corner on a slide during playback. Impress does not have this feature.

Steps:

File -> New -> Presentation

Empty Presentation -> Create

Slide Show -> Slide Show Settings

Select Mouse pointer as pen

Enter any text or lines on the default slide

Select Slide Show –> Slide Show to run it

Use the pen to draw on the slide, but notice you can't change the pen 
attributes while in the slide show

Note:  I created a slide, changed the color in the top toolbar, picked the 
pencil icon, and I was able to draw in the new color selected while not in a 
slideshow.

Note:  I wasn't able to use Layers in Impress
