Imagine I want to enter the string 'this is a test surrounded by single quotes'

In Open Offcie, I'll have to enter 
''this is a test surrounded by single quotes'

I have to double the first quote (since the first one is used to indicate that
the content of the cell is a String. So far so good.

Hwever, when it comes to edit this value (with F2 for example), the editor
displays only 
'this is a test surrounded by single quotes'

When the modifications are done, the content of the cell then becomes
this is a test surrounded by single quotes' (WITHOUT leading single quote)

I suggest that when one edits a string starting with a single quote, the editor
should contains 
''this is a test surrounded by single quotes'
