I am also having this same problem (in Linux and Windows, both x64). I did a
little testing. Apparently the recovery is being saved, just not loaded when you
start up the application. You can open the saved recovery information by going
to the location where OpenOffice stores temp data (in my case, /temp). There
will be one randomly generated folder (something like 4bc28e). In that folder
will be a document (or series of documents) with .odt extensions (or whatever
type of file crashed). Again, for me this was 0.odt. That is the document that
should have been opened during autorecovery. 

Make sure you do this before closing OpenOffice, as the act of closing deletes
the temporary folder.
