2008 -------
This has been confirmed on Win2k running OO 3 rc4 and on WinXP running OO 3 rc3.

Create a document with Writer with several pages and a few headings from the
"Styles and Headings" selections.  Create a table of contents on the 2nd page. 
Save the document in .doc format.  Open the .doc file in either OO or MS Office
(Office 2007 tested).  The table of contents in the .doc file cannot be edited,
updated, or deleted.
