According to the online help and as seen on OO 2.4.1 and earlier:

if you have a table in OO-Writer with different rows (formating is different,
border etc.), marking several rows and pressing the "insert new rows" - button
should insert one set of new rows with the same formating than the marked rows.
This feature ist broken with OO300m9.
