I do not understand, what this issue is exactly about.
You can enter dates in ISO format.
You can format cells to show ISO format.
The default view of dates depends on your local. For me with German local it is
dd.mm.yyyy. There is no "hard-wired as DD/MM/YYYY". But you can use the format
"DD/MM/YYYY" to enter dates.
