The edit format _does_ follow the locale setting, it just does not follow a modified LC_TIME or Windows' Regional Setting's date mask, for example. Also, there are ways to override the locale: 1. Under Tools -> Options -> Language Settings -> Languages, the "Locale setting". If that is Default, the system's locale is used, else overridden. 2. In the Format -> Cells -> Numbers dialog the "Language" option. If that is Default, the locale from #1 is used, else overridden.
