MRU->OS: very odd behavior... in the attached odt, try to move the lower border
of the cell keeping the yellow highlighted text. In first try row resizing won't
work at all. In the second try you won't even be able able grab the border with
the mouse. Third try then will finally work.
There is an inner spacing to the top of 0,5 in the file format (and also applied
to the table), but it is not visible in the table properties dialog.
MRU->hughg: as a workaround apply a border to the table and then remove the
border (not via Edit.Undo, do it via table.properties or border button).
