=> the report contains an empty chart only.

This is actually wrong. The chart in the report is (as you can see when you open
the report for editing) is bound to a query which itself does not have
parameters, but it has a filter property
  WHERE MONTH( "tage"."Datum" ) = :monat AND YEAR( "tage"."Datum" ) = :jahr
, i.e. the filter (and thus the complete statement which the chart shall be
based on) contains two parameters. However, SRB never asks for those parameter's
values.

If you would put the parameters into the definition of the query, SRB would
properly ask for them, however, this workaround is not always an option.
