When an extension is installed to both shared layer and user layer one of the
extensions gets the "status unknown" tag.

This is not actually wrong but it would be nice to have a more informative error
message.
What would be the correct behavior in this case? Shared extension overrules user
extension? Eventually give a warning that the user is about to install an
extension that already exists in a different context?
