Basically this is a good idea but the real problem lies in the definition of the
.csv file format (meaning there is no real definition at all other that any
character, preferably a comma, can be used as delimiter). 
I believe it would be rather ineffective to try to workaround any locale
dependent behavior within the office. This is the job of the file
parsing/writing routine. Don't use comma as separator.
