This is unfortunately true. The new and the old numbering position concepts are
not compatible to each other. Thus you cannot add tab characters to list created
in OO 2.x or even convert them.
This is not fixable, sorry for this.

As you already found out, the problem for non-centered headings is the "Use OO
1.1 tab stop formatting". In OO 1.1 and older, it was not possible to center a
paragraph when it contained a tab stop. This compatibility option was introduced
to keep OO 1.1 documents looking the same as in OO 1.1 when opened in 2.x or
3.x. Also the "Use OO 1.1 formatting" options are implemented if you plan to
save a document in sxw format for someone who still uses this old stuff.
