Currently it is still possible to use DictOOo to download and install
dictionaries for the linguistic in the old way. Especially the dictionary.lst
created that way will still be used. (see also issue 72559)

Since we now use extension dictionaries this should no longer work.
Of course it can not be prevented to download and install such dictionaries with
DictOOo. But even if that is done those ones should not be used anymore.
This will be done by removing the code that looks for the dictionary.lst.
