You have two issues here.
1) Crash reporter starts every time you load OOo and
2) Crash reporter crashes.
The second is a known issue, #39622, so I will delete that from your summary.
Can you please give us more detail about crash recovery opening every time?
Also, please download the latest snapshot, 1.9.87 and see if it still opens
every time.
I am marking this as works for me until more information comes along. If 1.9.87
doesn't work for you, please reopen and explain exactly what you did and what
happened.
