Intuitively, I tried to do this via the Styles and Formatting tab, right clicking on the Style I want to edit and choose Modify. There the Numbering tab was my first choice. However, assigning a numbering scheme does not work to create an outline numbering. I had to consult the help to locate the appropriate feature (tools->Outline Numbering). A simple message and link to the appropriate function in the numbering tab of the paragraph style dialog could help many users to work more intuitively.
