2008 -------
When saving spreadsheed as DBF, target DBF file remains open if some errors are 
encountered (ie. illegal characters). Users cannot delete DBF file or overwrite 
it if OO is active.

Steps to reproduce:
1. Create new spreadsheet
2. Add some data containing not 850/international characters
3. Choose "Save as dbf"
4. Leave "Western Europe (DOS/OS2-850/International) selected
5. Save.

Error dialog appears and further operations on target DBF file are not posible.
You cannot overwrite file, nor delete it.

User must close OO (and Quickstarter too!) before any further operation on 
target file.

(Issue is older, encountered on all OO versions)
