To me it looks like some over-clever "autocorrect feature" interferes.

If I type "=99E" OOcalc proposes to change it to a cell reference (=E99).

If I type "=99E-3" OOcalc suggests to change it into =E99 - 3

This "help" seems to parse "=99E-3" as an arithmetic operation:

1st operand:   99E (mistyped cell reference) 
    operator:  minus
2nd operand:   3

Maybe in your system this feature is turned off? 
Of course I'm not sure about it, this is just a suggestion.
