When I ran 'tools->macros->organize macros->python' without JRE, I got 'Enable
JRE' dialog sevearl times. However, I was still able to get 'Python Macro'
dialog and it was ok to run the macros. There seems to be unnecessary dependency
to JRE in the UI. 

Steps to reproduce

1. Open a new writer document.
2. Tunr off 'use JRE' option ( in tools->options->java ).
3. Close oo.o completely (including quick start).
4. Open a new writer document again.
5. Run 'organize macros' for python ( tools->macros->...).
6. Confirm 'enable jre' dialog pop up.
7. Click 'no' or 'cancel' until the dialog does not pop up again.
8. Choose one of macro from 'python macro' dialog and run it.
9. Confirm it runs fine.
