The problem is easy to reproduce. I'll repeat here the comment I wrote in the
OOo community forum
(http://user.services.openoffice.org/en/forum/viewtopic.php?f=30&t=11570):

"I've seen this in the following scenario: in my document, heading 3 does not
use automatic page breaks neither in master nor in the sub-documents, BUT, if I
modify ONE heading 3 paragraph in a sub-document to include a page break before
it, this "manual" page break is ignored by the master."

Afterwards, I also tried to introduce a manual page break in the sub-document
through Insert -> Breaks, with the same result: the page break is absent in the
master document.
