Users should be able to customize which buttons appear in the navigator and
their layout, just like any other toolbar.

Example: I work on a laptop with a 12" screen, where I use the navigator docked
left for outlining. The four buttons I use most frequently are promote/demote
chapter/level. This works well, except that the navigator is excessively wide,
and I cannot reduce its width because the promote/demote buttons will then be
hidden and inaccessible.

If the navigator buttons were customizable, users could rearrange them as
convenient. In my case, I would split the buttons across three narrower lines,
thereby freeing up more space for the page.
