When you look closely at the "ASCII Filter Options" dialog it says:
"Paragraph break: CR&LF / CR / LF"
And this is what it does. A line break at the end of the paragraph.

You misunderstood something. The right indent setting does not create line
breaks. The paragraph doesn't care about its right indent. The paragraph
finishes with the first line break. Up to that line break all text belongs to a
paragraph and eg. floats around graphics (without line breaks) and floats to the
next line or even page when necessary.
