I heard about such things happening because of a corrupted config (which was
caused by an older OO 2.x installation and made migrating the config to OOo 3.0
impossible). Could you please delete the folder c:\documents and
settings\[user]\Application data\openoffice.org3 (after exiting OOo), re-start
OOo and try to open the mentioned dialog again?
