well looking at the comments there is not as much info as I thought

in XclEscherEx::StartShape() - xcl97esc.cxx:262 

a XclEscherClientTextbox is set ( an then later injected into the binary format
) if the SdrTextObj in question has an OutlinerParaObject associated with it.
The reason that the SdrTextObj has a OutlinerParaObject is because
SdrTextObj::ForceOutlinerParaObject has been called as described by the comments
in the attached patch.
