We should just acknowledge that removeLibrary is a valid call for a lib which is not yet loaded, and fix only this particular scenario. Finally, the exception was introduced for a purpose (because throwing is better than doing nothing, which was the old behavior in many cases). However, I would need to have a look at the place/stack where/when the exception is thrown in this particular case, to suggest a better solution. I'll do today or tomorrow.
