Experienced on DEV300m37 based CWS sb102, unxlngi6.pro, that python called by
cwstouched called by cwscheckapi fails, as LD_LIBRARY_PATH is emptied in
cwscheckap and python does not find libpython2.3.so.1.0 (see log in description
of issue 97192).  Even if issue 78406 ("Missing RPATH in python.bin") were
fixed, that would not help here, as that issue would adjust RPATH for python.bin
as located in an OOo installation set, not for python.bin (aka python) as
located in the solver.  The solver lib directory needs to be included in
LD_LIBRARY_PATH when python is called here.
