I believe it is a regression, because of the multiple notes that get generated.
It's certainly arguably a 'regression' visually and it will confuse people.

I understand the problem of the stalled html import/export, but arguably this is
another of those silly little bugs that makes OOo look a mess, gives it a bad
reputation and makes it easy for those who wish to criticise it. If it can't be
fixed properly in the 3.x series, can we not completely disable the notes code
in html import/export, which would be better than the current mess? If not, I
don't feel that OOo Later (which effectively means never) is acceptable.

Sorry to preach, but I'm seriously concerned about the impact of new
functionality on users when bugs are introduced or exposed as a result. I'd
really like to influence the culture and perception of the development teams to
take responsibility for 'collateral damage' as well as for their own stuff. It's
really not working right just now.
