On OOo 3.0, a weblink in any help page containing a # opens an empty page, or
might stop the shown help page from reacting to mouse clicks.

I noticed the defect programming some help pages for an extension. Another user
also confirmed this defect, and gave steps to reproduce the defect inside OOo 
help:

In the OOo help, search for the term "whitespace". It finds the page: "Data (for
XML Form Documents)". It contains an external link in this phrase:
"The sematics follow the definition at
http://www.w3.org/TR/xmlschema-2/#rf-whiteSpace.";
Click the link, it does not work.
