Open a new Writer document
File > insert > image from file.

Right click image, choose Anchor > to page

Right Click image, choose picture. Click Border tab.  Click Put border on 4
sides box to put black border around

Click drop shadow box to put shadow behind.

Save in ODT format, close the document and open again, all formatting is 
correct.

Save as .doc (word97/2000/xp) format, close and re-open document.
Anchor is now to "Character" rather than page, border is gone and drop shadow is
gone.

OOO should be able to save a document in .doc and re-open without loss of
formatting.
